You took a new job and inherited IBM Cognos. Or the person who owned it left, and now it is yours. You do not know what licenses your company holds, what functionality those licenses include, or who at IBM you are supposed to call. You are not alone, and IBM Cognos licensing questions are the single most common thing new administrators bring to us. The good news is that you can now answer several of these questions yourself in about twenty minutes, if you know where to look.
Who Do You Call When You Inherit IBM Cognos Analytics?
Start with the portal, not a person. Your Proof of Entitlement records live in Passport Advantage Online, and they will tell you what you own faster than any rep will, because reps rotate and the records do not.
That is the biggest practical change since 2020. The old advice was to hunt for your sales rep first. Now the sequence runs the other way: pull your own entitlement data, then bring specific questions to a human who can act on them.
How Is IBM Structured, and Why Does That Keep Changing?
IBM assigns every client several representatives with different jobs and different incentives, and IBM reorganizes those teams often. Knowing which role does what saves you from asking the wrong person and getting a confident wrong answer.
 Software sales representatives
There are people whose job is to sell you additional licenses and upgrades. The title has changed many times. They will tell you they are there to see you successful, and many genuinely want that, but they are compensated on selling licenses. Knowledge of the actual software varies widely. They are a reasonable source for understanding what upgrade paths exist. They are not usually your best source for what your current entitlements permit.
Renewal representatives
Separately, every Cognos Analytics, Planning Analytics, SPSS, and Controller client has a renewal contact whose job is making sure your support renews on time. Renewal reps carry large volumes of accounts and are not typically fluent in licensing detail or product functionality. The first place to look for yours is your most recent renewal quote, though do not be surprised if that person has moved on.
The segment and territory layer
On top of the role split, IBM sorts clients into segments that determine how much direct attention you get and how much runs through partners. In 2026 IBM, organizes around an Enterprise segment plus Select tiers, with partner-led delivery deliberately weighted toward the smaller and mid-market accounts. IBM also slices clients by industry, and that classification is frequently strange. Years ago, we worked with a professional services firm that IBM had classified under the communications industry, and we still could not tell you why.
Here is what actually matters, and it has held true through every reorganization: if you are not a very large enterprise, IBM's strategy is for a business partner to serve you. That is not a consolation prize. It means the partner channel is where the accountable relationship is supposed to live, and unlike your rep assignment, a partner relationship does not get reshuffled every fiscal year.
How Do You Find Out What IBM Cognos Licenses You Own?
Sign in to Passport Advantage Online and pull two things: your Proof of Entitlement certificates and your entitlement inventory report. Together they are the authoritative record of what your company bought.
Passport Advantage Online is your organization's private area inside IBM. Authorized users can download software, view Proof of Entitlement certificates, view entitlement inventory and allocations, track deployments, renew support, and manage who has access. IBM's entitlements documentation explains that for every eligible product you purchase, IBM issues a Proof of Entitlement specifying your authorized level of use. That document, matched to a paid invoice, is your evidence in any audit conversation.
Two catches trip people up:
Access is per person, not per company. If you inherited Cognos, you almost certainly do not have Passport Advantage Online access yet. You request it through a self-nomination form, which routes to your site's Primary Contact for approval. Which raises the obvious problem.
Your Primary Contact may have left the company. The Primary Contact approves site access, assigns roles, and receives contract communications. If that person is gone and nobody transitioned the role, you are locked out of your own entitlement records. Fixing this is unglamorous and worth doing this week rather than during an audit or a renewal crunch.
If you run Cognos or Planning Analytics under sub-capacity terms, add one more item: sub-capacity pricing is conditional on having IBM License Metric Tool deployed and quarterly reports retained. Miss that and the contractual default is full capacity licensing, which is a materially larger number.Â
Where Do You Go With IBM Cognos Licensing or Functionality Questions?
Bring entitlement questions to someone who works with both the contracts and the software, because those two things are usually handled by different people who do not talk to each other.
That gap is the whole reason this post exists. A renewal rep can tell you what you are being billed for. A sales rep can tell you what is available to buy. Neither can reliably tell you whether the license you already hold includes the Cognos Analytics capability you are about to pay for again. We see clients buy functionality they were already entitled to more often than you would expect.
As a certified IBM Gold Business Partner, Lodestar Solutions will help you identify your assigned IBM rep, and we offer a complimentary “What the Heck Do I Own” session where we go through your specific licenses and what functionality they include. What has Changed About IBM Renewals?
The model has shifted from perpetual licenses with separate annual support toward subscription and term licensing, where the license and the support are one recurring fee. That change alters what happens if you miss a renewal.
Under the traditional perpetual model, you owned the entitlement and paid annual Software Subscription and Support on top. If you dropped support, you kept running the software, just without fixes or help. Under a subscription or term license, the fee covers the right to use the software. When the term ends, that right ends. There is no owned entitlement underneath to fall back on.
That is worth understanding before your next renewal conversation, because the practical risk of letting a renewal lapse is now much higher.
The renewal calendar itself is predictable, and IBM publishes it. According to IBM's Software Subscription and Support renewal documentation, your Passport Advantage Primary receives a contact verification request around 120 days before renewal, quotes go out roughly 105 days ahead, and reminder emails follow at 60, 45, 30, and 15 days. If those messages are landing in a departed employee's inbox, you will discover the renewal late and negotiate from a weak position. Fixing your contact records is the highest-value ten minutes in this entire post.
Why Did Your IBM Renewal Quote Go Up?
Usually one of four reasons: a standard uplift applied at renewal, a change in your deployed quantities, a shift in license metric or model, or entitlements spread across multiple sites so your volume pricing never accumulated.
Passport Advantage works on points. Every purchase earns them, accumulated points set your volume pricing level, and higher levels price future purchases lower. Fragmenting purchases across business units or separate sites quietly gives that discount back to IBM. If your organization has grown by acquisition, this is worth auditing.
When a quote arrives that you cannot explain, do not simply approve it. Email support@lodestarsolutions.com. We understand renewals, licensing, and functionality together, and we also implement the software, which means we can tell you whether the line items match what you actually run.
What About Cloud and SaaS Entitlements?
If you are on Cognos Analytics on Cloud or a SaaS offering, your entitlement picture lives partly outside Passport Advantage Online, and your version questions are answered by IBM's release cadence rather than by your own upgrade schedule.
This category matters enormously now. IBM is investing most heavily in the SaaS versions of both products, and cloud deployments update on IBM's timeline. That changes what “what do I own” even means, since capabilities can arrive without you purchasing anything. It also means legacy components can be withdrawn without you choosing to retire them, which is what happened with the legacy studios: Query Studio, Analysis Studio, and Cognos Workspace are gone as of Cognos Analytics 12.0.x, and on cloud that removal reaches you on IBM's upgrade cadence, not on a date you picked.
If you are weighing this move, we walked through the mechanics in our post on migrating Cognos Analytics from on-prem to SaaS, and the version and support timeline is covered in our post on Cognos 11.2.4 end of support.
What Should You Do in Your First 30 Days?
Work through these five items in order. Most of them cost you nothing but attention.
- Request Passport Advantage Online access, and confirm your site's Primary Contact is a person who still works there.
- Pull your Proof of Entitlement certificates and entitlement inventory report, and save copies somewhere your team can find them.
- Note your renewal anniversary date and put the 120-day mark on your calendar.
- Confirm what versions you are actually running and whether they are still supported. Our breakdown of what is new in Cognos Analytics 12.1.3 covers where the product stands now.
- Compare what you own against what you use. This is where the money is, in both directions.
